We’re looking for a Senior Expert

The Education and Youth Board HARNO’s Estonian Agency for Erasmus+ and European Solidarity Corps (Agency) is looking for a Senior Expert on digital youth work responsible for the creation and piloting of new self-assessment tools in digital youth work.  

The tasks of the Senior Expert: 

1. The Senior expert is to support the Agency with the creation of new tools by  

• providing expertise on the conceptual development of competence frameworks on digital youth work 
• providing expertise on the conceptual development of assessment tools of digital competences of youth workers and youth work organisations 

• providing expertise on the process of designing and testing the assessment tools 
• implementing a plan to test the tools at national and European level 
• engaging youth workers and other professionals in the youth field  
• collecting feedback and drafting reports 
• overseeing the procurement for services related to the creation of assessment tools 

Timeline of performing the above-mentioned tasks: September 2022 – February 2023 

2. The Senior Expert is to support the Agency with the localisation of new assessment tools in digital youth work by 

• creating a localisation and dissemination plan for the use of assessment tools at national level 

• collecting use cases from youth work stakeholders that have used the tools 
• publishing articles on the topic 
• drafting reports 

Timeline of performing the above-mentioned tasks: March – June 2023 

Requirements for the Senior Expert: 

• Experience with implementing the testing of a prototype or a product at European or local level, preferably in the field of youth, education, or training 
• Experience in facilitating consultations (online and offline) 
• Senior level expertise in the field of digital transformation, digital youth work and applying competence frameworks 

• Awareness of and experience with youth sector  
• Fluency in English (written and verbal) 
• Structured and cooperative mindset 
• Positive and goal-oriented working style 

Service contracting conditions: 

• Individual Senior Expert (may be represented by organisation) to be contracted from September 2022 until July 2023, with the possibility to prolong the contract upon the need. 

Applying and selection 

To apply, please present your portfolio or CV demonstrating your relevant expertise and experience. Include your fee offer (hourly price without and including all taxes). The suggested total for performing the listed Senior Expert tasks is 9500 euros including all taxes. Travel, board, and lodging costs stemming from the Senior Experts participation in the meetings and events related to the objective of the service will be additionally reimbursed by the Agency. 

In case the application is submitted on behalf of the organization, please provide relevant documents on the individual(s) directly in charge of the service described in this call. In case of successful selection, the person directly in charge of the project cannot be replaced afterwards unless it is agreed with the Agency. • CV of the Senior Expert 40% 
• Expertise and experience in the field of youth work and digital transformation 30% 

• Fee offers 30%
